There is no such law. I know of no such legislation in 2005. Although such a law through an amendment of § 27,360 Vehicle Code by the legislature (AB 2108, adopted, rejected 2006) session was established by the Governor September 29, 2006th Thus, the current version of VC 27360 (6 years or 60 pounds) is still the law.
